On September 11, 2015, the Law of Ukraine "On the openness of public funds using" entered into force, which defines the conditions and procedure for ensuring access to information on public funds using by administrators and recipients of state and local budgets, business entities of state and communal property, funds of compulsory state social insurance. The law applies to relations related to the preparation and publication of information on the planned and actual use of public funds.

According to the paragraph 1, article 2 of the Law, administrators and recipients of budget funds prepare information on the use of public funds and submit it for publication on a unified web portal for using public funds. According to the Law, the information that is published must be complete, truthful, accurate and really reflect the actual data as at the relevant date or for the corresponding period of time.

Responsibility for unpublishing, inaccuracy and incompleteness of information on the use of state and local budget funds lies on the heads of administrators and recipients of funds from the corresponding budget.

For the implementation of the Law of Ukraine "On the openness of the public funds using" and  the Cabinet of Ministers of Ukraine order from 09/14/2015 No. 911-r “Some issues of the creation and operation of a single web portal for using public funds” The Ministry of Finance of Ukraine has created and is maintaining a single web portal for using public funds, which is the official state information resource on the Internet.

The users access to information published on a unified web portal for using public funds is free.
